Proposes the Military Families’ ACCELS Act, that would:

  • Adopt rules by October 1st, 2019 to implement the military families’ access to child care and early learning supports program.
  • Require the Department of Children, Youth, and Families to conduct an annual survey of the child care needs of military families by December 1st, 2020. 

Clarify that participation in the Early Achievers Program is voluntary for licensed or certified child care centers and homes providing care under the program.
