Bill proposes that school counselors spend at least 80% of time providing directly services to students. 

HB1265 also amends the RCW related to the prototypical funding formula for allocation of basic education dollars and provides detailed instruction about how such decisions are made.  The change would address the ratio of students per school counselors.
