HB 1281 creates new financial penalties to offenders convicted of crimes relating to the sexual exploitation of children by the use of child pornography via the internet and other computer-related technologies. Offenders are responsible for the high cost of investigation and prosecution of these crimes and the cost of providing necessary treatment, including mental health treatment to the victims. The offender is also assessed a fee of $1,000 for each depiction or image of visual or printed material that constitutes a separate conviction. These fees will be deposited into the new account for internet crimes against children. One-third of unclaimed prizes retained in the state lottery account shall be deposited in the internet crimes against children account.
Law and Justice Amendment: The amendment changed name of account created from the "internet crimes against children account" to the "child rescue fund."
