Amends RCWs 41.05.600, 48.20.580, 48.41.241, 48.41.220, 48.44.341, 48.46,291, and 70.47.200 by adjusting the language regarding the definition of “mental health services,” by specifying:

  • For health benefit plans issued or renewed before January 1st, 2020 as medically necessary outpatient and inpatient services provided to treat mental disorders covered by the diagnostic categories listed in the most current version of the DSM of mental disorders, published by the APA on July 24, 2005, or such subsequent date as may be provided by the administrator by rule, with the exception of the following categories:
  • substance related disorders;
  • life transition problems (referred to as v codes)
  • skilled nursing facility services, home health care, residential treatment; and
  • court ordered treatment unless deemed as medically necessary (existing language)

For health benefit plans issued or renewed on or after January 1st, 2020 as medically necessary outpatient and inpatient services provided to treat mental disorders covered by the diagnostic categories listed in the most current version of the DSM of mental disorders, published by the APA on July 24, 2005 or such subsequent date as may be provided by the administrator by rule (new language).
