HB 1561 adds members to the Oversight Board, including two youths under 25 years of age (one current or former foster youth and one youth with current or previous experience with the juvenile justice system), and one physician.

The bill also states that when nominating and approving members for the board the Governor and legislature must ensure that at least 5 of the members reside east of the crest of the Cascade mountains
