HB 1879 issues a request for proposals to provide integrated managed health and behavioral health care for foster children receiving care through the medical assistance program. The request for proposals must address the development of a service delivery system, benefit design, reimbursement mechanisms, and standards for contracting with health plans. Proposals must be issued and completed in time for services under the integrated managed care plan to begin on December 1, 2016.

Health and Wellness Committee Amendment:  As amended, HB 1879 states that mental health services required by the T.R. settlement may be purchased by the Health Care Authority as supplemental services if the Health Care Authority determines that it is not feasible to integrate those services by December 1, 2016. The services must be fully integrated into plans no later than January 1, 2018.

Human Services, Mental Health & Housing Committee Amendment: Behavioral health services provided by regional support networks must be integrated into the managed health care plan beginning on October 1, 2018. HCA must require a second opinion review for prescriptions of antipsychotic medication for children under age 18 in the foster care system. The RFP must address incorporation or coordination of services currently being provided by regional support networks.
