HB 1952 modifies the Building Communities Fund program. [Under the program, capital and technical assistance grants may be made to non-profit organizations for acquiring, constructing, or rehabilitating facilities used for the delivery of non-residential community services, including social service centers and multi-purpose community centers, including those serving a distinct or ethnic population. The facilities must be located in a distressed community or serve a substantial number of low-income or disadvantaged persons.]

Modifications address the amount of assistance available to projects, e.g. stating that grants shall not exceed 100% of the total cost for projects up to $100,000; 75% of the total cost for projects that exceed $100,000 up to $250,000, etc.  The bill strikes existing language stating that no more than 10% of the total granted amount may be awarded to qualified eligible projects that meet the definition of exceptional circumstances.  As a result of this change, the department may reduce the amount of nonstate match required for more than 10% of the total granted amount.
