HB 2416 directs the Department of Licensing to issue a temporary homeless identification card to applicants if the applicant does not have a valid WA driver's license or identification card; and proves his or her identify and homeless status. Applicants must have proof of identity; however, if they are unable to provide such proof (as delineated in the bill) they may request that other available documentation be used. The temporary homeless identification card is only valid as documentation for employment purposes.
