HB 2511 states that the intent of the legislation is to require the department of early learning to allow 5 year olds, regardless of whether they attend elementary school or not, to be placed in the same group.  The bill further prohibits the department of early learning from adopting rules that prohibit licensed child care centers from serving children 60 months through 5 years, whether attending elementary school or not.
