This bill amends title IV of the Social Security Act to prevent the child care cliff and increase parental choice for low-income families. Currently, parents lose all Title IV child care assistance when their income exceeds the income limit, this abrupt loss of support can be destabilizing. This bill proposes a graduated phase-out of child care assistance for parents who become ineligible for the program.
