The experience of existing early learning providers to meet educational requirements shall be recognized. 

The option of an experience-based competency demonstration must be provided for individuals who are required to have early childhood educational certificates. A demonstration option shall be open to individuals as outlined. 

Amendments: 

Striker amendment 5064.1:

  • Changes the date by which a provider must have been employed by a licensed child care center or home, or both, for a total of seven years from August 2024, to August 2026. This change is contingent upon passage of Substitute House Bill No. 2556.
  • Adds expiration dates.

Civil Rights and Judiciary Committee amendment:

  • Amends provisions related to minor guardianship notice requirements
  • Removes references to legal capacity
  • Readopts complaint process which was repealed in adoption of the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act

Makes additional technical amendments, including making language consistent throughout guardianship, conservatorship, and protective arrangement articles.
