Definitions of homelessness will be standardized to improve access to services. Definitions are set out for “a person experiencing homelessness” and an individual at “substantial risk.” Definitions of a person experiencing homelessness will also include those without fixed, regular, and adequate nighttime residence. Services for children are aligned with the federal McKinney-Vento definition of homeless.
