HB1047 attempts to combat the prescription drug and opiate epidemic given poisoning is the leading cause of unintentional injury-related death in WA and more than 90% of poisoning deaths are due to drug overdose. Additionally, 70% of those who abuse prescription medicines obtain the drugs from family members or friends. This bill would create a safe and secure system for the collection and disposal medicine through a drug “take-back” program operated and funded by drug manufacturers. The bill defines and outlines the specific components of the take back program, who would operate the programs, funding, oversight, evaluation, enforcement, and administration. Further, the bill requires the Dept. of Health to report to the legislature by Nov. 15, 2018, and biennially thereafter the status of approved drug take-back programs, as well as any recommendations for statutory changes. The report must evaluate the secure medicine collection and disposal system established and provide any recommendations for legislation.
