HB1048 will neither approve nor disapprove of a particular religious practice in relation to criminal mistreatment of children and vulnerable adults, but simply remove a statutory reference that gives rise to constitutional issues by singling out one particular religion. 

Children and dependent persons, including frail elder and vulnerable adults, will be protected through clarification that parents and guardians are allowed to rely exclusively on religious healing practices under RCW 26.44.020, unless any such decision should pose a clear and present danger to the health, welfare, or safety of a child or dependent person.

Children and dependent persons will be protected from abuse and neglect, as defined, and such abuse and neglect is punishable by law.
