HB 1306: Authorizing the termination of all legal responsibilities of a nonparent if genetic testing shows by clear and convincing evidence that a man is not the genetic father of a child

HB 1306, also known as the Evans Family Relief Act, would change the Uniform Parentage Act to include genetic testing as convincing evidence to terminate all legal and financial obligations of the nonparent. This bill additionally removes various provisions in regards to the courts determination of whether or not to deny a motion to seek an order for genetic testing to be consistent with the proposed changes. HB 1306 also requires that the department of social and health services, beginning in 2018, to annually track and report cases where this occurs.
