HB 1591: Relating to the rights of persons experiencing homelessness

HB1591 sets forth that the legislature recognizes that all persons have the right to survive in public and to prohibit discrimination based on housing status.  A number of terms are defined, such as:

·         discrimination based on housing status;

·         harassment,

·         homeless,

·         motor vehicle,

·         non- obstructive manner,

·         public space,

·         recreational vehicle, and

·         survive.

The bill states that people experiencing homelessness enjoy constitutional and civil rights and delineates such rights, as well as expressing that discrimination based on housing status is prohibited.
