HB 2009 creates the Evergreen Basic Income Trust to provide monthly payments for 36 months to individuals who are at least 18 years old, are residents of WA, have a reported gross income not exceeding 50% of the area median income, and have submitted an Evergreen Basic Income Trust application. Cash assistance provided by the Trust may not impact eligibility for other income or means tested programs in WA. Cash assistance amounts will be equal to the fair market rent for a two bedroom home in the zip code in which the eligible applicant resides or a substantially similar amount. The Department of Social and Health Services will be responsible for administering this program including conducting outreach and tracking program data. The Department shall also consult with the Poverty Reduction Work Group and a steering committee to ensure equitable and effective implementation of the Trust.
