HB 2035 outlines how the Washington State Liquor and Cannabis board will implement behavioral health prevention and equity impact into their work and strategic plan. The strategic plan must include goals and actions to increase equity and mitigate behavioral health impacts of agency actions, metrics to track agency accomplishments, a plan for community engagement, etc. The bill also states that the Board shall implement an equitable community engagement and public participation plan to help the Board engage with overburdened and marginalized communities. The board must also conduct behavioral health prevention and equity impact assessments when considering significant agency action and implement behavioral health prevention and equity considerations into funding and budgeting decisions. Additionally, the bill outlines reporting and tribal consultation requirements for the Board and establishes the Behavioral Health and Equity Impact Council to advise the Board.
