HB 2149 requires that beginning with the 2015-2016 school year, 0.5 additional certificated instructional staff per prototypical elementary school be allocated for the purpose of promoting a safe and healthy school learning climate. The bill identifies the services that may be supported by the additional staff as including (but not limited to): physical care, mental health care, social emotional learning, and connecting students and their families to housing assistance, employment assistance, counseling, and other community resources.
