HB 2734: Creating pathways to recovery from addiction by eliminating a tax preference for the warehousing of opioids and other drugs

The pharmaceutical warehouse distributor tax preferential rate shall close, and the new revenue shall be allocated to fund pretreatment and recovery support services essential to combating the opioid epidemic. The estimated amounts of this revenue shall be calculated quarterly. The Recovery Pathways Account is created, and shall contain all revenue from taxes collected. Expenditures from the account may be used only for non-Medicaid reimbursable services including pretreatment substance use disorder services and recovery support services.
