Except as provided for in previous legislation, individuals experiencing homelessness shall not be charged with a criminal sanction while sleeping on public property if no alternatives are available. This does not apply when individuals have access to adequate shelter and have chosen not to use it. Cities may still bar loitering, sleeping in certain areas, obstructing the right-of-way, and erecting certain structures.
