HJR 4213: Requiring the referral of a constitutional amendment that requires a two-thirds vote of the legislature for tax increases

HJR 4213 would require the Secretary of State to submit to voters an amendment to the state constitution that would require any action to raise taxes be taken only if approved by a two-thirds vote of both houses of the legislature, and tax increases may be subject to voters for their approval or rejection at an election. The bill would further stipulate that any fee increase must be approved by a simple majority of both houses of the legislature.
