This act will amend the Omnibus Crime Control and Safe Streets Act of 1968 to assure that any State or any local government funded by the State implements law, policies and/or programs to provide for a right to speedy trial (no later than 60 days after arrest) for youth, timely bail consideration with an initial detention hearing no later than the second working day after being taken into custody, and to ban the use of solitary confinement. A temporary separation of youth will not be used except as a response to behavior that poses an immediate risk of harm to that individual or others. The act will also mandate that States or other units of local government have policies establishing standards and procedures regarding police-youth interaction.
