This bill aims to make child care more affordable for working families. Under this bill, families making less than 150% of their state’s median income would not pay more than 7% of their income on childcare. Families earning above 75% of the median income would pay on a sliding scale basis, and families under earning above 75% of median income would not be required to pay anything. Additionally, the bill will provide funding to states to establish and expand high-quality pre-school programs. The bill will also increase pay for child care workers, provide grants to help cover start-up and licensing costs for new providers, and provide the funding necessary for full-day, full-year programming through Head Start programs.
