HR 3105 establishes a federal taskforce, with the goal of supporting grandparents who are the primary caretakers of their grandchildren. The taskforce will identify, promote, coordinate, and disseminate information publicly about federal information, resources, and best practices to help grandparents or other relatives raising children. Resources will focus on the health, educational, nutritional, and other needs of the children in their care and how caregivers can maintain their own physical, mental health, and emotional well-being.  The Act includes relatives who are raising children as a result of the opioid epidemic.   In addition, the bill designates that the taskforce shall focus on the needs of members of Native American tribes.

Within 180 days of enactment, the taskforce shall submit a report to the Special Committee on Aging and the Committee on Health, Education, Labor, and Pensions of the Senate that includes best practices and resources for grandparents and other relatives raising children and identifies  the gaps in needs of grandparents and other relatives raising children. 

This bill also stipulates a follow-up report within two years of the enactment of this bill.  The taskforce will establish a process for public input to inform the development of, and updates to, the best practices, resources, and other useful information and the gaps in needs, including a process for the public to submit recommendations to the taskforce and an opportunity for public comment. 

The taskforce will terminate after five years.
