S 1173: Earn to Learn Act

This bill will establish a college matched-savings program to help qualifying low-income students to pay for tuition, books, fees, and other education-related expenses. The program provides an additional $8 for every $1 a student contributes to the matched-savings plan. The additional match comes from the participating state or non-profit agency, which will be awarded grants to provide tuition assistance and financial literacy training.
