This bill will create grant opportunities for pilot projects to carry out Health, Opportunity, and Personal Empowerment (HOPE) accounts through banks, credit unions, and government or tribal agencies. HOPE accounts aim to increase individual savings through fund matching by government and private sources. HOPE projects will also create a mobile application that allows individuals to easily locate and sign up for job training and placement services, learn about programs available to them that may improve health, nutrition, housing, and income, and to apply for such programs through their device.
