SB 5078 would require 22% of marijuana excise taxes be used to fund evidence-based or research-based peer support services and intensive community interventions proven to promote recovery and reduce the need for inpatient hospitalization for persons with mental illness and/or chemical dependency disorders. Examples of allowable services include: peer bridger programs, mobile crisis outreach programs, crisis stabilization and crisis triage, inpatient transition support programs, or supported housing programs. This act would be effective August 1, 2015.
Human Services, Mental Health, Housing Committee Amendment: The amendment passed by the Human Services Committee does the following – Amends the list of programs that may benefit from the funds appropriated under this legislation to include crisis services including mobile crisis response, crisis stabilization, and crisis triage; evidence based or research-based peer support services; mental health courts; cognitive behavioral therapy; posttraumatic stress disorder prevention following trauma; inpatient transition support programs; and permanent supportive housing programs.
