Modifies language in RCW 26.44.080 and 26.44.030 regarding mandatory reporting and penalties by including any person who knowingly fails a report be made and/or obstructs the duty of a mandatory reporter to be guilty of a gross misdemeanor.
Requires state contracts with youth-serving organizations to include a requirement that the organizations provide a signed acknowledgment of their compliance with the mandatory reporter posting law.
