SB 5246 gives access to records and personal information to the department of early learning for determining character and suitability of child care workers and individuals who have unsupervised access to children in child care settings.  Among other requirements, the bill delineates on whom the Dept. of Early Learning must conduct a background check, what records will be reviewed (including child abuse/neglect records), timeframes around expunging unsubstantiated or false allegations, and the date before which information will not be released (Oct. 1, 1998).
