SB 5315: Increasing student support staff in the prototypical school funding mode

Proposes state funding to support school districts to offer minimum instructional program of basic education.  Outlines formula for allocation and distribution.  Also establishes that, during the 2019-2021 biennium, school districts with more than fifty percent of students eligible for free and reduced- price meals will receive additional allocations. 

The bill also proposes reduction of required staffing related to health and social services and guidance counselors, effective September 2023.
