SSB 5589 outlines how the Health Care Cost Transparency Board will measure and report on primary care spending in Washington and the progress toward increasing this spending to 12% of total health care expenditures. By December 1, 2022, the board will submit a report to the governor outlining how to define primary care for expenditure measurement purposes, barriers to access and use of primary care data and reporting requirements, how to overcome those barriers, specific practices to achieve desired levels of primary care expenditures, etc. The bill also allows the Office of the Insurance Commissioner to assess carriers’ primary care expenditures in past or upcoming plan years.
