SB 5803 changes the language to reflect that for students who are below basic on the third grade statewide student assessment in English language arts, teachers will inform parents during spring meetings. Intensive reading improvement strategies will be available to students before fourth grade, along with the school district’s grade placement policy for the following year. The parent/guardian must give consent by a reasonable deadline regarding the student’s intensive improvement strategies that will be implemented. If the school district does not receive a response from a parent by the deadline, or a reasonable time thereafter, the principal or his or her designee, will make a decision on the student’s grade.

This act would take effect immediately.
