SB 5856 creates a competitive grant program to fund outreach programs for low-income students enrolled in Washington’s College Bound scholarship program. The bill directs the Office of the Superintendent of Public Instruction (OSPI) to establish the grant program and by Dec. 31, 2015, develop a selection process for grant applicants. OSPI is required to consider outreach programs that intentionally focus on student success in secondary and postsecondary levels; contain an evaluation process; serve students who are underrepresented in degree attainment; serve middle and high school age students; provide academic advising, tutoring, and mentoring services; offer students with continuous multiyear support; and serve geographic areas with unmet needs. The bill includes an appropriation of $5m, or as much as is necessary, for each of the 15-17 fiscal years.
