Working Connections Child Care. Authorizations for the WCCC program shall be effective for 12 months except that for non-temporary changes in the status of a child’s parent as working or attending a job training or education program assistance shall be discontinued after a minimum of three months. As a condition of receiving a child care subsidy or a WCCC subsidy, an applicant or recipient must seek child support enforcement services from the DCS unless DSHS finds that the applicant or recipient has good cause not to cooperate.
Early Childhood Education and Assistance Program. Three-year olds are entitled to be enrolled in ECEAP beginning in the 2022-23 school year.
Ways and Means Amendments:
•Removes language specifying that for individuals participating in the Working Connections Child Care program who experience a non-temporary change in their status as working or attending a job training or education program, assistance shall be discontinued after three months.
•Removes language specifying that as a condition of receiving a child care subsidy, an applicant or recipient must seek child support enforcement unless DSHS finds that the applicant or recipient has good cause not to cooperate. Good cause shall include consideration of the safety of domestic violence victims.
•Removes language specifying that the entitlement for three-year olds is delayed until 2022-23.
•Adds language delaying the entitlement for the program to 2022-23.
