SB 5963 requires that, beginning in the 2019-2021 fiscal biennium, estimates of maintenance items for the ensuing biennium expenditures must also include an inflationary increase to salaries of public employees and wages and rates for providers considered employees solely for the purposes of collective bargaining that is based on the implicit prices deflator, complied by the Bureau of Economic Analysis, U.S. Department of Commerce.
