At specified amount (at least 25% of the state’s portion of the document recording fee) must be set aside for the department to establish and administer a competitive grant program for local governments to provide diversion services for those families and individuals who are at substantial risk of losing stable housing or became recently homeless and are determined to have a high probability of retaining to stable housing. Diversion services are further defined.
