SB6413 establishes a primary care collaborative made up of designated representatives from the health care arena, such as, health care consumers, behavioral health providers, office of the insurance commissioner, managed care organizations, UW and Elson Floyd schools of medicine and others.

Areas of focus for the collaborative include issues such as, definition of primary care, barriers to the access and use of all the data needed to determine current and desired levels of primary care spending and how to overcome them, what the desired level of primary care spending is in the state and the annual progress needed to achieve that level in a reasonable period of time.

The collaborative shall issue a report and recommendations to the governor and appropriate committees of the legislature by Dec. 1, 2020.
