SB6566 proposes changes related to the crime of depicting, publishing, and distributing materials of minors engaged in sexually explicit conduct, amends the law with some exceptions for minors, and specifically states that a minor over the age of 12 involved in such a crime will be guilty of a misdemeanor.
The legislature also recognizes that increasingly common is the exchange of intimate images by minors and that these actions can lead to harm and long-term consequences. Many stakeholders from Washington are tasked with convening a work group to make recommendations to the legislature regarding age-appropriate prevention and intervention strategies and will presenting a report by November 1, 2018.
The bill adds direction about minors having to forfeit depictions of intimate images or sexually explicit content.

As amended, SB6566 does the following:
•Provides that crimes relating to depictions of minors engaged in sexually explicit conduct do not apply to minors when the depiction is of a minor over the age of 12
•Establishes a misdemeanor offense for a minor who distributes, transfers, or disseminates a depiction of a minor other than themselves engaged in sexually explicit conduct
•Requires the Washington Coalition of Sexual Assault Programs to establish a workgroup relating to the harms caused by the exchange of intimate images by minors and report to the Legislature by November 1, 2018.
