Sponsored by Senator Chase, this Senate Joint Resolution would propose an amendment to Article VII of the Washington State Constitution to the state’s voters on the ballot during the next election. This amendment states that the Legislature may enact taxes on net income. The Legislature may not increase the rate of this tax unless the increase is approved by at least 60% of the state’s electors. In addition, any bill that includes an exemption, base exclusion or deduction, deferral, or preferential rate of a tax does not become law unless approved by at least 60% of both the Senate and House of Representatives, or by an initiative or referendum approved by the people.
