SJR 8211: Amending the Constitution to require a two-thirds majority vote of the legislature to raise taxes

Senate Joint Resolution 8211 would require the Secretary of State to submit to voters an amendment to the state constitution that would require any action to raise taxes be taken only if approved by a two-thirds vote of both houses of the legislature, and tax increases may be subject to voters for their approval or rejection at an election. The bill would further stipulate that any fee increase must be approved by a simple majority of both houses of the legislature. Fees voted upon must be expressly stated in the legislation and passed by the legislature to ensure that the fee increase is subject to the ten-year cost projection and other accountability projections required by RCW 43.135.031.
