SJR 8216: Amending the Constitution to require that the governor propose and the legislature enact a budget that balances in the current and next fiscal biennial

A new section shall be added to the WA constitution, to be voted on by the people. The new section requires that the governor propose an omnibus operating appropriations bill that balances in the current fiscal biennium and next ensuing fiscal biennium. The requirement to balance over the next ensuing fiscal biennium is not required when money is appropriated from the Budget Stabilization Account
