Senate: Funding is eliminated for the state-funded Washington Telephone Assistance Program (WTAP). WTAP services include subsidized land-line telephone assistance and community voicemail for eligible recipients of many Medicaid and public assistance programs. A federal program, called Lifeline, provides discounts on monthly telephone services, landlines or wireless, for low-income persons.
