The legislature finds that home-based instruction can be an appropriate and effective educational model for foster youth.

Therefore, this bill intends to reverse WAC 110-148-1525 to allow foster parents to provide home-based instruction to foster youth unless expressly prohibited by the court due to the child’s best interest by amending RCW chapter 74.15.
