To maintain continuity in the community behavioral health system, SB5240 requires that any managed care organization that contracts with the state shall contract with licensed behavioral health agencies to provide behavioral health services. 

To qualify, among other provisions, the licensed or certified behavioral health agency must: 
(a) Request to form a contract with the managed care organization within 24 months following the end of the behavioral health organization's administration of the community behavioral health network in its region;
(b) Hold and maintain a license in good standing from the department to perform the services for which the contract is requested; and
(c) Agree to a reasonable rate of compensation for its services with the managed care organization.
