This act would eliminate tuition and fees at public colleges and universities for families making up to $125,000 annually. The act would also make community college free for every person in the United States. Students from families who earn less than a $125,000 a year can also attend non-profit Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), Asian American and Native Pacific Islander Serving Institutions (AANAPISIs), Tribal Colleges and Universities (TCUs), and other Minority-Serving Institutions (MSIs) tuition-free and debt-free. The act would also implement an annual $10 billion federal investment to cover student support programs in these under-funded institutions. Finally, the act also doubles the maximum pell grant amount (from $6,495 to $12,990) and triples federal TRIO funding to serve additional low-income students, students with disabilities, and first-generation college students.
