S 705 amends the National Child Protection Act of 1993 to establish a national criminal history background check system and criminal history review program for organizations that serve children, the elderly, and individuals with disabilities.
The program originally was authorized as a pilot program by the Adam Walsh Act in 2006, in which background checks revealed that six percent of applicant volunteers had a criminal history for violations such as child sexual abuse, child cruelty, murder, and serious drug offenses.
