SB5233 will establish a home study training program that will allow those not affiliated with the department or child placing agencies to conduct home studies and pre-adoption studies for the placement of children in foster care and for those seeking adoption.

The court may adopt rules as necessary to implement the home studies training program and the pre-adoption study training program, including a process for those who have completed the training to conduct studies for the court.
