In regards to the Essential Needs And Housing Support Program: 

  • Removes language stating that essential needs and housing support is not considered an entitlement as well as specific language referring to the 2011-2013 biennium.
  • New language includes that persons found to be eligible are entitled to services under the Aged, Blind, Or Disabled Assistance Program and the Essential Needs and Housing Support Program. 

By July 1, 2019, persons found to be eligible for services are entitled to services that equal the benefit amount provided in the WAC.

Directs the Department Of Social And Health Services (DSHS), in consultation with the Office Of Financial Management, to conduct a study to determine the appropriate financial grant amount for persons found eligible to receive services under the Aged, Blind, or Disabled Assistance Program pursuant to RCW 74.62.030 and the Essential Needs And Housing Support Program pursuant to RCW 74.04.805 to help achieve or improve their financial stability and housing stability. 

The study must also identify the fiscal impacts of modifying the financial grant amount on other economic services programs within DSHS.

DSHS must submit a report on the study, including legislative recommendations, to the appropriate committees of the legislature by July 1, 2019.
