SB 5752 requires the caseload forecast council to create a procedure for the provision of racial impact statements on how legislative bills and resolutions will effect racial and ethnic minority groups, including the racial and ethnic composition of the criminal and juvenile justice systems. The caseload council will work with several departments, such as the department of corrections, OFM, DSHS, and the minority and justice commission.

The bill adds that the caseload forecast council can request demographic data and other information from the administrative offices of the courts, DSHS, the department of corrections, and OSPI, as needed to help legislators understand possible disparate racial and ethnic impacts, and thus better legislative proposals are informed and decisions are intentional.
